regarding NTL comment,This term should not be used to index documents about property management. Right of Way should be used. Term has mixed use. it is primarily a policy and planning term related to plans regarding the management of corridors. It also used by Traffic Operations to refer to managing traffic flow/congestion.  I would place it under planning. For Traffic Congestion USE Integrated Corridor Management

AE:  For this domain, do we care about distractions not related to accidents? I would suggest moving 'Distraction' from under 'Human Characteristics' to under 'Human Factors in Accidents' then place 'Driver Distraction' under 'Distraction'. We may want to look at the 'Human Characteristics' sub-facet to see if the terms wouldn't fit under 'Human Factors in Accidents.'
