SP:  Disagree. Binders seems insufficent.
 
AE: Disagree. This was a term in the 10/2008 non-preferred list. The USE in that case was Cement. What was the outcome of that decision. Disagree that Binders is sufficient. Cement is more appropriate but may be technically incorrect. See Michael's comments.

ST:  Structural analysis may be what happens during the design phase.  Not sure that it gets at the idea of inspection and monitoring.
 
SP:  Disagree. I concur with Sandy. Structural health monitoring implies a process that involves an ongoing observation, something over a period of time; structural analysis suggests a limited process.
